Department Profile

Service excellence is at the core of the Institutional Effectiveness, Research, Planning, and Grants (IERPG) office at Cerritos College. IERPG provides timely and trustworthy data to all campus constituents at the same time it gives these stakeholders counsel in data-driven planning and decision making. IERPG also serves as the nexus for municipal, state, and federal reporting for the college, relying on its analysts to ensure the integrity of reporting, understand the business processes that make up the data, and articulate the importance of those reports to the campus community. In addition, IERPG acts as a resource for developing grants through external funding opportunities at Cerritos College.

Summary
Provides leadership, coordination, and advanced proposal writing for the College's grant development opportunities that support institutional priorities and faculty research. Works collaboratively with faculty and staff, external organizations, and individuals to identify external funding opportunities that align with the College's mission, vision, and strategic plan.

Job Duties

Essential Duties and Responsibilities
  • Researches new funding opportunities available through local, state and federal government agencies, as well as through private and corporate foundations. Coordinates with Administration to determine if funding opportunities are appropriate for the College.
  • Disseminates grant information to faculty, staff, students, trustees, Foundation directors, and other constituents of the College.
  • Enhances the College's grant-writing capacity through development and maintenance of a network of contacts with funding agency officials and collaborating organizations.
  • Participates in short-and long-range strategic planning activities to create and implement donor relations goals and objectives, in preparation for writing proposals.
  • Facilitates workshops for and provides technical assistance to College staff, faculty, and administrators in grant writing and development.
  • Provides information about proposal development strategies, policies and procedures related to grants, grant terminology, grant management and other grant writing and development.
  • Prepares grant proposals that establish new College endeavors and to support and revitalize existing programs and services.
  • Coordinates organizational meetings with faculty and staff to discuss guidelines, generate ideas, design projects, and write sections of the proposal
  • Sets standards for the format and content of grant proposals written by others. Develops outlines, timelines, staffing, budgets and College templates for grant proposals according to funding guidelines. Edits and organizes grant proposals written by other staff and faculty.
  • Reviews all grant proposals sent from the College for clarity, conformity with funding program priorities, and for compliance with the policies and outcomes required by philanthropic organizations, government agencies, and private entities.
  • Trains those responsible for administering grants in monitoring activity, assessing accomplishment of outcomes, preparing compliance reports, and submitting claims for reimbursement.
  • Prepares and recommends a budget for grant development office activities. Monitors approved budgets.
  • Maintains necessary records, files, reports, databases and resource materials pertinent to grants office activities.
  • Develops formats for regular communications to grantors, including web pages that offer up-to-date information and status.
  • Maintains currency in knowledge and skills related to the duties and responsibilities.
  • Performs other related duties as assigned.


Minimum Qualifications

Education and Experience
This position requires a Bachelors degree and five years of experience in grant development, fundraising and development, or equivalent. Additional post-graduate education may substitute for some experience.

Preferred Qualifications
  • Experience with providing leadership for, and coordinating with all District personnel, to identify program needs in alignment with institutional and annual planning by conducting research of potential federal, state, private, and non-profit funding sources to evaluate feasibility and fit with District needs.
  • Familiarity with synthesizing key information from Requests for Application (RFA) and/or other funding, award, and competitive application opportunities for District leadership to effectively evaluate priorities.
  • Familiarity with developing, writing, and submitting successful grant proposals, which includes accurate, compliant budgets with state and federal regulations.
  • Experience with assisting assigned project directors on grant terms and conditions with the ability to advise on grant management and best practices to ensure compliance (e.g., ensure timely, accurate reports, as needed).
  • Experience with principles, practices, and methods of budget development and management, and grant tracking and monitoring.

Requires sufficient math skills to prepare cost-benefit analyses. Requires well-developed human relations skills to be persuasive in introductions and presentations to outside individuals and groups.

Requires the ability to write in a professional manner, proofread and edit accurately, and compile presentation-quality reports. Must be able to train and provide direction to others and to organize and manage multiple projects. Requires the ability to work cooperatively and productively with others.

Physical Abilities
Position requires ordinary ambulatory ability to move to locations on-and-off campus. Requires sitting and operating a keyboard to enter data into a computer terminal for extended periods of time. Requires hand-eye-arm coordination to use a personal computer. Requires auditory ability to carry on conversations in person and over the phone and to conduct public speaking to large audiences. Requires visual acuity to facilitate layout of artwork and text.

Licenses and Certificates
May require a valid driver's license.

Working Conditions
Work is performed indoors where minimal safety considerations exist.

Salary/Fringe Benefits

Grade 52 on District Classified Salary Schedule ($8,523.43 - $10,273.40 /month).

Health and welfare benefits include District contribution for medical/dental/vision benefits and employee life insurance ($50,000). (Cash in lieu option available on medical insurance.)

Participation in the Public Employee's Retirement System that is also integrated with Social Security.

Conditions of Employment

This is a full-time, 12-calendar month classified position.

Hours of employment are: Monday thru Friday 8:00 am to 4:30 pm

Initial placement of employees on Classified Salary schedule is at Step 1. After six months of successful probationary employment, employee is placed at Step 2.

Employment is to be effective as soon as possible following completion of the selection process.

Individual who is offered employment shall be required to obtain fingerprints for a criminal history clearance through the State Department of Justice and remit the required fee for processing the fingerprints, Federal Bureau of Investigation (no fee if obtained at Cerritos College Campus Police Station), produce an original social security card, and submit negative TB test results (must be within the past four years or within the last 60 days if not previously employed in a school district in California) before employment.

Proof of eligibility to work in the United States and signing of loyalty oath per Government Codes 3100-3109.
Must be able to provide proof of California residency.

Board Policy 2905 requires mandatory COVID-19 vaccinations as a condition of employment.
