Job Description

Truckee Meadows Community College (TMCC), located in Reno, NV, is seeking an Employee Relations, Equal Opportunity & Title IX Specialist to join its Human Resources team.

The Employee Relations, Equal Opportunity & Title IX focus area within TMCC's Human Resources Department is dedicated to provide comprehensive support and guidance to the entire TMCC community. Reporting to the Director of Employee Relations, Equal Opportunity & Title IX, the Specialist will play a pivotal role in assisting and executing various employee relations activities, EEO complaint resolution, and Title IX compliance.

Required Qualifications

Bachelors' degree and three (3) years of related work experience; OR Associates degree and five (5) years of related work experience

Related experience: Human resources, employee relations, labor relations, training delivery, experience conducting investigations, employment law

Preferred Qualifications

1. Experience in Higher Education or comparable educational environment

2. Training experience, particularly in compliance training

3. Professional experience in the area of investigations, including Title IX and/or other civil rights, student conduct and/or workplace discrimination and harassment

Major Responsibilities

Employee Relations (50%):
  • Provide advice, counsel, and support to supervisors on employee issues including performance, disciplinary processes, grievances, and compliance with regulations and collective bargaining agreements.
  • Offer guidance and support to non-supervisory employees dealing with workplace matters, along with assisting in the administration of grievance processes and tracking.
  • Provide consultation and training to supervisors and employees on policy application and related processes, including the complex regulations governing NSHE institutions, federal/state laws, and collective bargaining agreements.
  • Assist and provide guidance to all involved parties in conflict resolution efforts.


EEO/Title IX Investigations, Complaint Resolution and Supportive Measures (25%)
  • Investigates student and employee complaints of discrimination and harassment, including but not limited to reports of protected-class discrimination, sexual misconduct, sexual harassment, sexual violence, and gender-based discrimination.
  • Composes comprehensive investigative reports that clearly identify the issues investigated, summarizes the evidence found, including information gathered from interviews conducted during the investigatory process, analyzes the matter within a legal framework, applies relevant laws, policies and procedures and makes findings and recommendations.
  • Analyze and apply appropriate supportive measures available to faculty, staff and students under Title IX regulations.


Training and Compliance Efforts (20%)
  • Administers online training a learning management system for required anti-harassment and discrimination training by employees, and sexual assault prevention training for students. Generates associated reports as needed relating to completions rates, tracking, etc.
  • May conduct training sessions relating to employment laws, performance review and disciplinary processes, personnel policies and regulations, and collective bargaining agreements.
  • Develop, implement, coordinate and conduct outreach and educational programs/initiatives to educate and support faculty, staff, and students regarding their civil rights, and where applicable, on equal opportunity, obligations under Title IX, including reporting options, supportive measures, NSHE/Nevada State rules & regulations, applicable disciplinary processes, grievance procedures and confidential resources.
  • Engage in collaborative outreach efforts with other departments and staff members to promote awareness and understand of Title IX and related issues.


Other (5%)
  • Perform other duties as assigned, including cross-functional HR operational tasks and transactions.


Salary and Benefits Information:

Salary: $61,501- $76,876 initial salary placement will be dependent on education level and years of experience.
