JOB SUMMARY

Under direction of the Vice President of Academic Affairs, the Dean of Instruction and Institutional Research provides leadership and oversight for key operational, compliance, and data-driven functions supporting the College's mission and strategic goals and objectives. The Dean provides leadership across a broad portfolio of Academic Affairs operations which may include curriculum development and catalog production, class scheduling and enrollment management, faculty load and contract management, faculty professional learning, faculty evaluation processes, institutional research, and accreditation. The Dean works collaboratively with other deans, division chairs, faculty, and staff across the College to ensure effective and efficient academic affairs operations in compliance with local, state, and federal laws, regulations, accreditation standards, policies, procedures, and requirements. The Dean may provide oversight to instructional divisions and programs.

DUTIES AND RESPONSIBILITIES

Institutional Research
  • Provide leadership for the College's institutional research functions and supervise research associates; provide leadership and support for setting institutional research priorities aligned with the College's strategic goals and objectives as well as institutional reporting and accreditation requirements; serve as a co-lead for the College's Institutional Research Board (IRB); ensure compliance with applicable research ethics standards, federal and state regulations, and institutional policies governing internal and external research activities; manage and respond to internal and external research inquiries; oversee protocols and procedures for the intake, review, and response to research requests.
  • Develop and maintain standardized cycles, timelines, and guidelines for institutional survey administration, data definitions, data collection methods, and reporting tools to support planning, decision-making, and institutional effectiveness; oversee complex statistical and analytical research activities related to student equity, persistence, retention, completion, and other student success outcomes; report findings regularly to College leadership, divisions, departments, participatory governance groups, the community, and other stakeholders.

Curriculum Review and Approval Processes and the College Catalog:
  • Provide leadership for the College's curriculum review and approval process and publication of the College catalog; Oversee curriculum and catalog systems and operational procedures that support the curriculum review and approval process; serve as the primary administrative liaison to the Curriculum Advisory Committee (CAC) and CAC chair; support faculty and staff involved in the curriculum review and approval process; ensure that curriculum data are accurately maintained across all College systems and reported timely and accurately to state and federal agencies, as required; ensure the timely development and publication of the College Catalog; coordinate with academic divisions, Student Services, and other campus stakeholders to ensure accuracy, completeness, and regulatory compliance of catalog content.

Class Schedule Development and Enrollment Management
  • Provide leadership for the College's class schedule development and enrollment management initiatives; oversee the development, coordination, and publication of the class schedule in collaboration with deans, division chairs, and departments to reflect institutional priorities, student access needs, and fiscal responsibility; ensure that schedule and enrollment data are accurately maintained across all College systems and reported timely and accurately to state and federal agencies, as required; generate and distribute enrollment reports to the Vice President, deans, divisions, and departments; assist in planning and implementing College-wide enrollment management initiatives and monitoring enrollment and scheduling patterns to promote student enrollment and completion; collaborate with deans, divisions, and departments to manage classroom inventories and ensure efficient and optimal use of instructional facilities and classroom space;
  • Support the preparation and submission of the 320 Apportionment Attendance Report to the Chancellor's Office; ensure accuracy, timeliness, and compliance with state reporting requirements; collaborate with deans, divisions, and Student Services to establish and oversee processes for training and supporting faculty on grade and attendance reporting and timely submission of textbook and course material information; ensure accurate submission and reporting of attendance data and timely publication of textbook and course material information in the class schedule.

Faculty Load, Assignments, and Contract Processes
  • Provide leadership for operational processes to track, manage, and report faculty assignments and workload; oversee procedures for developing and tracking faculty contracts in a timely and accurate manner in coordination with other deans, Human Resources, and Payroll; ensure adherence to District negotiated agreements regarding faculty assignments, faculty load, compensation, and related contractual provisions;
  • Support the preparation and submission of required compliance reports related to faculty load and assignments, including the Full-Time Faculty Obligation Number (FON) compliance report to the Chancellor's Office; ensure data accuracy and timely submission of required reports; monitor faculty assignment data within the ERP system and other tracking tools; work collaboratively with other deans, Human Resources, Information Systems, and Payroll to identify and resolve discrepancies in data and reporting.

Faculty Evaluation Processes
  • Provide leadership for, and manage, the operational procedures related to the faculty evaluation and tenure review process in accordance with Board policies and collective bargaining agreements; collaborate with deans, division chairs, and Human Resources to track and coordinate faculty evaluation timelines; communicate deadlines, required documentation, and process steps to all stakeholders; ensure the timely completion of required evaluation-related reporting; maintain accurate records of evaluation cycles, outcomes, and due dates; serve as an administrative resource on evaluation policies and procedures; interpret and apply collective bargaining agreement provisions governing faculty evaluation.

Faculty Professional Development Programs
  • Provide leadership for institutional faculty professional development programs and procedures, including supporting the planning and implementation of orientations and training for new and returning faculty in collaboration with Academic Affairs, Student Services, Human Resources, the Academic Senate, the Professional Development Committee, and other campus stakeholders; oversee tracking and reporting of faculty professional learning requirements and activities to the Chancellor's Office; ensure compliance with applicable state requirements and collective bargaining agreement provisions related to professional development; collaborate with faculty, staff, and administrators to plan, organize, and facilitate workshops, training, and other professional development activities as part of the College Learning Days program and other institutional professional learning activities; support a culture of continuous professional learning and growth among faculty and staff; identify professional development needs and assist with coordinating resources to address them.

Learning Assessment and Program Review Processes
  • Provide leadership and coordination for the operational procedures and systems to support the College's program review and learning outcomes assessment and support ongoing systematic planning and evaluation of programs and services to inform resource allocation and ensure the quality of programs and services and implement improvements and innovations in support of achievement for all students; support regular review of relevant, meaningfully disaggregated data to evaluate progress and inform plans for continued improvement and innovation; ensure timely completion of learning assessment, program review action plans, and other required components of the College's planning, evaluation, and resource allocation processes; participate in institutional and programmatic accreditation processes.

Accreditation and Compliance
  • Support College-wide and program-specific accreditation efforts; serve as an administrative resource on accreditation standards, processes, and timelines established by the Accrediting Commission for Community and Junior Colleges (ACCJC) and other accrediting bodies; support the writing, coordination, and editing of accreditation-related reports and documents, including Institutional Self-Evaluation Reports and mid-cycle follow-up reports; ensure broad engagement from campus and community stakeholders in the accreditation process; provide leadership for establishing, managing, tracking, and reporting Institution-Set Standards and other performance benchmarks required by accreditation; monitor the College's progress toward meeting established standards and report findings to appropriate governance and administrative bodies; serve as a resource to all areas of the College to support understanding of, and compliance with, standards and requirements established by accrediting agencies and local, state, and federal regulations; monitor and remain current in accreditation standards, Chancellor's Office initiatives, and related policy changes; serve as, or collaborate with, the Accreditation Liaison Officer; coordinate with program-level accreditation contacts to support specialized accreditation monitoring and reporting.
  • Maintain knowledge of trends, laws, regulations, and best practices in higher education and areas of responsibility; engage in professional development aligned with College mission and institutional goals to promote employee and student success; ensure compliance with the California Education Code, Title 5, Chancellor's Office requirements, and accreditation standards governing curriculum and catalog development; and serve as a subject matter expert on local, state, and federal curriculum requirements.

General Duties
  • Provide vision and leadership for a diverse, dynamic, and innovative community of faculty, staff and students in assigned areas; plan, implement, and evaluate strategies, goals, and objectives of assigned areas in support of the College's mission, vision, values, and strategic goals and objectives.
  • Serve as an Academic Affairs liaison to Information Systems, Student Services, Administrative Services, and Human Resources to ensure the accuracy, integrity, and completeness of Academic Affairs data within the ERP and other college systems, including curriculum data, faculty assignments, scheduling, and enrollment records.
  • Oversee the selection and performance of assigned managers, faculty, andstaff; establish performance requirements and professional learning goals for direct reports; regularly monitor performance and evaluates assigned managers and classified staff according to Collective Bargaining Agreements and College procedures and timelines; participates in the evaluation of assigned faculty according to Collective Bargaining Agreements and College procedures and timelines; makes recommendations to the Vice President of Academic Affairs regarding professional learning needs, performance improvement interventions, and strategies to retain faculty and staff in areas of supervision.
  • Develop and monitor budgets; use the results of planning and evaluation and other data to forecast staffing and resource requirements; recommend allocation of resources to support programs and services; manage area budgets and expenditures; participate in researching and seeking new categorical and grant funding to support programs and initiatives; manage grant budgets and reporting requirements and ensure compliance with all related guidelines, legal mandates, and reporting requirements.
  • Participate in managing and resolving student complaints and grievances and managing situations related to student conduct and discipline, as outlined in College policies and procedures; participate in responding to informal and formal grievances; may participate on the behavioral intervention team; assist with responding to students in crisis and provide guidance to employees and students on campus services, programs, and resources available to assist students.
  • Develop and deliver reports and presentations to the campus community, including the Board of Trustees, Executive Leadership Team, participatory governance groups, educational partners, industry partners, legislature, community groups, and others, as appropriate; represents the District and College at local, regional, state and national meetings, events, and conferences as well as consortia meetings, consortia, workgroups, task forces, and committees.
  • Actively participate in participatory governance committees, special projects, and initiatives. Represents Academic Affairs and assigned divisions, departments, and programs in participatory governance. Provides leadership for committees, workgroups, special projects, and initiatives, as assigned.
  • Provide leadership and collaborate with other managers, faculty, and staff to foster a culture of understanding of, sensitivity to, and appreciation of the diverse academic, socio-economic, cultural, racial, ability-related, gender identity, religious, sexual orientation, and ethnic backgrounds of students and employees attending or working on a community college campus.
  • Perform related duties as assigned.


Qualifications

Required Education and Experience

The minimum qualifications for service as an educational administrator shall be both of the following:

(a) Possession of a master's degree; and

(b) One year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.

Or the equivalent, as defined by the College's equivalency process.

Desired Education and/or Experience
  • Five years of increasingly responsible experience as an academic administrator or in a leadership role (e.g., department chair, division chair, program coordinator, director, associate dean, or dean) in an academic program or service, preferably in a California community college.
  • Experience teaching and/or providing academic support services in higher education.
  • Experience in conducting academic research and/or educational background in social sciences, research methods, statistics, or related disciplines.
  • Experience collaborating across multiple departments in an institution, including Student Services, Information Systems, Administrative Services, and Human Resources to advance an initiative or project or to improve institutional operations.
  • Experience working in an institution in a role that is responsible for compliance with local, state, and federal regulations and/or accreditation standards and policies.
  • Experience working with institutional data, developing reports, and communicating data to a variety of stakeholders to support institutional decision-making and promote equitable student outcomes.

Knowledge of:
  1. Theories, principles, and practices utilized to plan, develop, and implement higher education curriculum and instruction and instructional support programs.
  2. Leadership principles and methods for goal setting and long-range planning, program development/implementation, delegation, and employee supervision.
  3. Theories, principles, and practices utilized to research, develop, and implement higher education student learning and success programs and services.
  4. Advanced principles, practices, methods, and techniques of program, administrative, and organizational analysis as well as planning and management as applicable to academic programs and services.
  5. Technology used to support tasks related to management, coordination, planning, tracking, communication (e.g., student information systems, spreadsheets, word processing, websites, learning management systems).
  6. Accreditation standards and requirements, including the Accrediting Commission for Community and Junior Colleges and Western Association of Schools and Colleges, and program-specific accreditation.
  7. Federal, state and local laws, regulations and court decisions governing area of assignment including Family Educational Rights and Privacy Act (FERPA), the Americans with Disabilities Act, Health Insurance Portability and Accountability Act (HIPAA), and the California Education Code.
  8. Systems used for tracking student registration, enrollment, retention, completion as well as general recordkeeping, budgeting, payroll and general accounting.
  9. Principles and practices of effective communication; effective written and verbal communication, including proper spelling, grammar, and punctuation.
  10. Board Policies, Administrative Procedures, Human Resources procedures, and collective bargaining agreements.

Ability to:
  • Plan, organize, direct, and evaluate the assigned programs and services and assigned managers, faculty, and staff.
  • Direct institutional research, including data collection, analysis, and reporting to support strategic planning, continuous improvement, accreditation, and decision-making
  • Direct planning and program review process including developing and monitoring student learning and success outcomes; participate in accreditation processes.
  • Provide administrative oversight and financial management including effective utilization of staff and resources, performing operational and mandated reporting, and ensuring grants and external funding compliance.
  • Collaboratively work with administration, faculty, and staff to respond to local, state, and federal student success initiatives founded upon enrollment management principles; provide expert advice in areas of expertise.
  • Identify and implement processes and technological enhancements to support student learning and academic support services and increase staff productivity.
  • Understand, interpret, and apply policies and procedures, regulations, government and state code, and other applicable laws.
  • Develop and maintain an effective work environment that fosters diversity, respect, and engagement.
  • Facilitate professional development and training of employees.
  • Represent the District in a variety of forums and interactions with other educational institutions, partnerships, community groups, and the public.
  • Organize, set priorities, and exercise expert, independent judgment within areas of responsibility.
  • Develop and implement appropriate procedures and controls.
  • Compose clear and effective analyses, reports, studies, agreements, presentations, and other written materials for delivery to diverse audiences.
  • Ensure compliance with District safety programs, policies and procedures.
  • Exercise insight and diplomacy in dealing with sensitive, complex and confidential personnel, student, business and community issues and situations.
  • Demonstrate an understanding of, sensitivity to and appreciation for the academic, socio-economic, cultural, racial, ability-related, gender identity, religious, sexual orientation, and ethnic backgrounds of students and employees attending or working on a community college campus.


Physical Effort / Work Environment
  • Light to moderate physical effort in a primarily office work environment.

Salary

Management Salary Schedule-Range 38 Salary: $14,143 (Step I) - $16,111 (Step V) per month, depending upon experience and qualifications.
