Executive Vice President of Administration and Finance

GENERAL RESPONSIBILITIES
Reporting to the President, the Executive Vice President will be responsible for the leadership, management and supervision of the finance and human resources operations of the college. These operations include all financial accounting, accounts payable, payroll, cashiering, accounts receivable, budget preparation and control, human resources and procurement functions of the college.

This role will serve as a strategic advisor to the college president and senior leadership team, and will direct, coordinate, and facilitate the implementation and management of key strategic initiatives relative to financial management and administrative support services. This includes advising the college president and peer vice presidents on matters relative to administrative services, and budgetary preparation and presentation.

Essential Role Responsibilities
Reporting to the President, the Executive Vice President will be responsible for the leadership, management and supervision of the finance and human resources operations of the college. These operations include all financial accounting, accounts payable, payroll, cashiering, accounts receivable, budget preparation and control, human resources and procurement functions of the college.

Executive Leadership
  • Serve as a key member of the President's Executive Leadership Team, providing strategic guidance and executive oversight for finance, human resources, procurement, risk management, and administrative operations.
  • Represent the College before the Board of Trustees, governmental agencies, auditors, accrediting bodies, and external stakeholders on matters related to finance, human resources, procurement, and institutional administration.
  • Responsible for advancing the college's mission, vision and strategic plan and involving the administration and finance area in the development of these plans.
  • Responsible for ensuring effective communication throughout the division and the college community.

Financial Leadership & Budget Management
  • Direct the development, administration, and oversight of the College's annual operating and capital budgets, managing financial resources ranging from $100 million to $200 million while ensuring fiscal sustainability, strategic alignment, and responsible stewardship of institutional assets.
  • Provide executive leadership for long-range financial planning, budget forecasting, cash flow management, and resource allocation to support the College's strategic priorities and operational goals.
  • Leads and oversees the direction and management of the operations of the Finance Office, including finance and accounting, budget preparation and control, payroll, accounts payable, cashiering, accounts receivable, grant reporting, financial audit and investment of funds, through the Associate Vice President of Finance and Budget.
  • Coordinates all external financial issues with the county and state agencies.

Audit, Compliance & Risk Management
  • Lead and coordinate all internal and external financial audits, ensuring timely completion, accurate reporting, and full compliance with federal, state, local, and accreditation requirements.
  • Establish and maintain a comprehensive system of internal controls, risk management practices, and financial accountability measures to safeguard College assets and ensure transparency in financial operations.
  • Present audit findings, financial reports, and corrective action plans to the President, Board of Trustees, and other stakeholders, ensuring continuous improvement and adherence to best practices in higher education finance.
  • Ensures that the college is following and in compliance with all COMAR regulations and other local, state and federal regulations relating to the administration and finance area.

Procurement & Contract Administration
  • Provide executive leadership and oversight of the College's procurement, purchasing, contracting, and supplier management functions, ensuring compliance with applicable laws, regulations, policies, and ethical standards.
  • Develop and implement strategic sourcing and procurement initiatives that maximize value, control costs, mitigate risk, and support institutional priorities.
  • Oversee the solicitation, negotiation, execution, and administration of contracts, agreements, and procurement activities to ensure transparency, accountability, and stewardship of public funds.
  • Ensure procurement practices promote supplier diversity, competitive bidding, responsible purchasing, and compliance with federal, state, grant, and institutional requirements.
  • Advise the President and Board of Trustees on procurement strategies, major contractual commitments, and purchasing policies affecting the College's financial and operational interests.
  • Establish and maintain effective procurement controls, performance metrics, and continuous improvement initiatives to enhance operational efficiency and service delivery across the institution.

Human Resources Administration
  • Provide executive oversight of all Human Resources functions, including talent acquisition, employee and labor relations, compensation and classification, benefits administration, performance management, organizational development, workforce planning, compliance, and employee engagement initiatives.
  • Partner with senior leadership to develop and implement human capital strategies that support institutional goals, foster a high-performing workforce, and promote an inclusive and equitable workplace culture.
  • Ensure compliance with federal, state, and local employment laws, regulations, and collective bargaining agreements while maintaining sound personnel policies and practices.
  • Lead workforce planning and succession management efforts to ensure the College attracts, develops, and retains a talented and diverse employee population.
  • Direct the development and administration of compensation and classification programs that support market competitiveness, internal equity, and fiscal responsibility.

KNOWLEDGE REQUIRED
  • MBA with a minimum of five years' supervisory experience in finance and accounting.
  • CPA preferred.
  • Zero Based budgeting and Audit experience
  • Expertise in Colleague
  • Community College Experience preferred

OTHER REQUIREMENTS
  • A proven record of progressively responsible leadership and managerial experience in administrative and financial management functions
  • Demonstrated commitment to diversity and professional development at all levels.
  • Demonstrated ability to deal effectively with governing boards, students, administrators, faculty, representatives of government and the community at large.
  • Demonstrated experience in working with external funding agencies for the purpose of advancing the college's budget and initiatives.
  • The ability to understand, accomplish and include staff in systemic changes.
  • Ability to manage complex financial systems.
  • Excellent oral, written and interpersonal communication skills.
  • Ability to maintain strict confidentiality.
  • Regular attendance is a requirement of this job.
  • Performs all duties while considering the impact of any actions on the college's sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.

SUPERVISION

Directly supervises the Associate Vice President of Finance, the Associate Vice President of Human Resources, Director of Procurement, and the Administrative Assistant to the Vice President of Administration and Finance. Indirectly supervise all individuals reporting to the administrators.

WORKING CONDITIONS

Face-paced, deadline-driven, working environment. Concurrent management of numerous tasks, some with conflicting priorities. Periodic local and distance travel. Flexibility required.

KNOWLEDGE REQUIRED
  • MBA with a minimum of five years supervisory experience in finance and accounting.
  • CPA preferred.
  • Non-profit accounting and supervisory experience (College and University accounting preferred)
  • Knowledge of computer applications and web-based functions.
  • Expertise in Colleague
