Class Purpose

Under administrative direction, this position provides strategic leadership and oversight for district-wide marketing, public relations, and communications; oversees public information, media relations, marketing campaigns, digitial and print communications, and ensures alignment of messaging across all colleges and departments. This role is responsible for developing and executing an integrated communications strategy that advances institutional visibility, supports enrollment goals, strengthens community engagement, and enhances the District's brand.

Examples of Duties

Examples of duties may include, but are not limited to, the following:
  • Serves as the District's primary public information officer, managing media relations, crisis communications, and public messaging.
  • Develops and implements a comprehensive, district-wide marketing and communications strategy aligned with institutional priorities, including enrollment growth and community engagement.
  • Builds and maintains relationships with media, community organizations, and key stakeholders to enhance the District's visibility and reputation.
  • Provides strategic communications counsel to the Chancellor, Board of Trustees, and executive leadership team.
  • Oversees and ensures quality, consistency, and brand alignment across all District publications, advertising, websites, social media, and digital content.
  • Develop and implement strategies for effective, timely, and transparent internal communication across the District, supporting shared governance and institutional priorities.
  • Directs the development and production of brochures, newsletters, and multimedia communications.
  • Collaborates with college leadership, enrollment management, and academic departments to support recruitment, retention, and student success initiatives.
  • Supervises marketing, communications, and design staff; manages external vendors and consultants as needed.
  • Establishes metrics and evaluates effectiveness of marketing and communications efforts using data-driven decision-making.
  • Coordinates district-wide promotional activities and major announcements.
  • Attends and represents the District at Board of Trustees meetings and public events.
  • Performs other related duties as assigned.


Minimum Qualifications

Education:
  • Bachelor's Degree with a major in public relations, journalism, marketing or related communications field.
Experience:
  • Five (5) years of progressively responsible professional experience in public relations, journalism, communications, or marketing, including management of staff and comprehensive communication programs.
  • Demonstrated understanding of, sensitivity to and respect for the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of Peralta Colleges' students, faculty, staff and community.
Desired Qualifications
Experience in higher education or public sector communications.
Experience with digital marketing tools, analytics, and content management systems.

Knowledge, Skills, and Abilities
Knowledge of:
  • Principles and practices of marketing, communications, public relations, media relations, and integrated campaigns.
  • Branding, advertising, and promotional strategies across digital, print, and social media platforms.
  • Graphic design, multimedia production, desktop publishing, and content management systems.
  • Crisis communications, issues management, and public information policies.
  • Higher education environment, student recruitment, and enrollment marketing strategies.
  • Principles of supervision, project management, and team leadership.
  • Diversity, equity, and inclusion principles in communications and public engagement.
Skill to:
  • Develop and implement comprehensive communications and marketing strategies.
  • Write, edit, and produce high-quality publications, press releases, and digital content.
  • Manage multiple projects simultaneously, prioritizing tasks, and meeting deadlines.
  • Build effective relationships with media, community organizations, and internal stakeholders.
  • Utilize analytics and metrics to assess the effectiveness of marketing campaigns and communications.
  • Supervise, coach, and motivate staff in a collaborative team environment.
Ability to:
  • Communicate effectively, both orally and in writing, to diverse audiences.
  • Represent the District professionally in public forums, media interactions, and Board meetings.
  • Think strategically and creatively to advance institutional goals and enhance public awareness.
  • Lead cross-functional teams and manage external vendors and consultants.
  • Analyze complex issues and develop solutions to communications challenges.
  • Adapt to changing priorities and emerging trends in marketing and public relations.
