General Statement
The Director of Budget is responsible for assisting with the development of the College's operating budget in alignment with state appropriations, institutional priorities, and regulatory requirements. This position will oversee management, monitoring, and reporting on the budget. This position ensures the College maintains a structurally balanced budget and provides leadership in institutional financial planning, analysis, and budget governance.
The Director of Budget serves as a key financial advisor to the Associate Director of Finance and department heads, with a strong emphasis on transparency, accountability, and data?driven decision?making.
Working in coordination with the Associate Vice President of Finance, the Director of Budgets leads the preparation and ongoing management of the College's operating budget within the College's integrated financial system (Jenzabar One). This role focuses on budget structure, controls, analysis, forecasting, and reporting.

Duties and Responsibilities
Budget Development & State Finance
- Assists the development of the College's annual operating budget, including state-appropriated and non-appropriated funds, ensuring compliance with state finance laws, system guidelines, and reporting requirements.
- Analyze and interpret state budget allocations.
- Monitor state appropriations and authorized spending levels to ensure the College maintains a balanced budget throughout the fiscal year.
- Serve as a primary liaison with Associate Vice President of Finance and internal stakeholders on budget?related matters.
Budget Management & Departmental Oversight
- Oversee and manage all departmental budgets and cost centers, providing guidance and support to department heads to ensure fiscal responsibility and policy compliance.
- Review budget requests, transfers, and adjustments; assess financial impact; and submit recommendations to leadership for approval.
- Monitor budget performance on an ongoing basis, identify variances, and recommend corrective actions to maintain budget integrity annually.
- Analyze budget trends affecting projected needs and institutional priorities.
Staffing, Position Control & Salary Budget Oversight
- Maintain oversight of staffing levels, position control, and salary budgets in coordination with Human Resources and Payroll.
- Track filled and vacant positions, employee funding sources, and staffing changes to ensure salary budgets align with approved allocations.
- Analyze staffing costs and trends, including full?time and part?time expenditures, to support annual budget and financial planning.
Financial Systems, Reporting & Training
- Manage budget setup, maintenance, and reporting within Jenzabar One and related financial systems.
- Serve as a liaison with Information Systems to research, troubleshoot, and recommend system and reporting improvements.
- Assist Business Office leadership with maintenance of budget?related system tables and configurations.
- Provide budget training, documentation, and ongoing user support for department personnel.
Reporting, Forecasting & Dashboards
- Produce regular (e.g., bi?monthly) budget status reports highlighting trends, risks, and opportunities.
- Assist with development of multi?year budget projections, forecasts, and scenario analyses to support strategic planning.
- Maintain and enhance interactive budget dashboards to support leadership decision?making and institutional transparency.
- Develop reports and analyses as requested by leadership.
ROI Analysis & Strategic Financial Support
- Create and evaluate return?on?investment (ROI) analyses for programs, initiatives, and strategic investments.
- Provide financial modeling and cost?benefit analyses to support new initiatives, grant sustainability, and long?term planning.
- Partner with academic and administrative leaders to assess the financial impact of programmatic and operational decisions.
Leadership, Communication & Compliance
- Serve as a financial resource and advisor to the College community regarding the annual budget and budget process.
- Ensure compliance with all applicable state, system, and institutional budget policies and procedures.
- Document, propose, and implement process improvements to enhance efficiency, accuracy, and internal controls related to budget operations.
- Perform other duties as assigned in support of the College's mission and financial sustainability.
Job Requirements:
Minimum Qualifications
- Bachelor's degree in Finance, Accounting, Business Administration, Public Administration, or a related field.
- Minimum of three (3) years of experience in budgeting or related field.
- Strong analytical, organizational, and financial modeling skills.
- Experience working with integrated financial systems.
- Proficiency with Microsoft Office applications.
- Ability to work independently with minimal supervision, with strong attention to detail and data presentation.
Preferred Qualifications
- Master's degree in a related field.
- Experience in public higher education or a community college environment.
- Experience with Jenzabar One or a comparable integrated system.
- Experience developing dashboards and financial visualizations.
- Demonstrated experience with state appropriations, balanced budgets, and governmental accounting principles
