Job Summary:

Under the administrative supervision of the Chief of Police, and reporting directly to the Lieutenant, the Sergeant is responsible for the supervision and leadership of a patrol shift. The Sergeant coordinates the enforcement duties by directing the activities of the patrol shift, specialty divisions and the civilian workforce within the Police Department. The Sergeant leads and directs the shift efforts in providing services to the College community and the protection of College assets at all campus locations. The Sergeant is responsible for the enforcement of state and local laws, and the College of Lake County rules, regulations and policies. The Sergeant directs community policing efforts to the campus community through administrative directives, directed patrols, program coordination and development, and by soliciting public participation.

Job Description:

Operations Management - 30%

  • Serves as Acting Chief of Police in absence of Chief, Deputy Chief, and Lieutenant.
  • Assists in selection process and search committees for sworn and civilian personnel.
  • Disseminates emergency notifications to college administration, faculty, staff, and students 24/7.
  • Participates in development of Police Department policies and procedures.
  • Stays current on law enforcement trends; serves as Campus Security Authority per Clery Act.
  • Manages and participates in investigations reported during shifts.
  • Ensures patrol activities are efficient and effective; communicates critical info to college and external agencies.
  • Directs traffic control, traffic management, and orderly parking arrangements.
  • Enforces parking and traffic regulations; issues citations and makes arrests as necessary.
  • Provides leadership and control during campus emergencies, deploying personnel per emergency procedures.
  • Makes arrests for on-view crimes as permitted by state statute.
  • Conducts inspections of detention area, interview room, department facilities, vehicles, radios, uniforms, and equipment at all campuses.
  • Provides input for department budget development and administration; monitors expenditures and recommends adjustments.
  • Prepares operational plans for major events.

Strategic Leadership/Project Management - 10%

  • Develops and implements goals and objectives; coaches and mentors future department leaders.
  • Identifies and implements improvements to service delivery methods and procedures.
  • Assesses resource needs and collaborates with leadership and college management.
  • Contributes to department plans, recommendations, and strategic plans.

Personnel Management - 50%

  • Manages investigative unit and criminal complaints; assists with court presentations and assigns detectives.
  • Assigns work, motivates, disciplines, leads, counsels, and evaluates employees.
  • Manages Communications and Community Service Officer divisions, along with sworn personnel.
  • Oversees ongoing training for all department personnel.
  • Conducts internal investigations into alleged employee misconduct as directed.
  • Supervises all shift activities in the Police Department.
  • Conducts disciplinary conferences as needed.
  • Ensures all personnel receive legally mandated training.
  • Ensures proper staffing levels, manages scheduling for leave, training, and filling vacancies.
  • Assigns work and determines responses to calls for service.
  • Provides technical advice on situational responses.

Community Relations - 5%

  • Implements and promotes safety, health, loss prevention, and crime prevention programs.
  • Participates in internal and external professional group meetings and committees.
  • Promotes a positive, friendly, and helpful image of the police department to the college community.
  • Provides assistance to students, staff, and visitors.

Other - 5%

  • Manages payroll through Workday; handles leave time and overtime requests.
  • Reviews and approves written reports for completeness and accuracy.
  • Participates in patrol functions: responding to calls, providing backup, responding to suspicious activity, collecting evidence, and preparing reports.
  • Remains on-call 24/7 hours for emergencies.
  • Oversees personnel assigned to outside task forces.
  • Provides outside agencies with copies of police reports, including background checks on police applicants.

Required Qualifications

  • High school diploma or equivalent
  • Valid driver's license and F.O.I.D. card
  • Prior law enforcement supervisory experience
  • Strong written and verbal communication skills
  • Comprehensive knowledge of law enforcement operations, practices, and investigative techniques
  • Proficiency in advanced patrol methods, officer safety, and traffic enforcement
  • Knowledge of laws governing arrest, custody, and court procedures
  • Skilled in the use of firearms and modern police equipment
  • Understanding of relevant court decisions and applicable federal, state, and local laws
  • Experience with supervision, training, and performance evaluation
  • Basic knowledge of budgeting and resource management
  • Proficiency in report writing and modern office/computer systems
  • Familiarity with the criminal justice system, including courts and corrections

Desired Qualifications

  • Bachelor's degree
  • Completion of Northwestern School of Police Staff and Command or Southern Police Institute Administrative Officer Course
  • Bilingual (Spanish/English)
