Job Description Summary:
Provides executive-level leadership for districtwide enrollment management and registrar operations, ensuring regulatory compliance, operational consistency, data integrity, and alignment with institutional goals related to access, persistence, and completion.

Supervision Received and Exercised
Administrators report to the Chancellor (or designee) and work under general supervision with considerable latitude for the use of initiative and independent judgment. They are responsible for supervising a team of support staff and collaborating with other college administrators to ensure the effective implementation of student support programs. The Administrator exercises supervision over professional, technical, and clerical staff, ensuring that all tasks are performed efficiently and in alignment with the college's mission and goals. Regular performance evaluations and ongoing professional development are integral components of the supervisory role, fostering a culture of continuous improvement and excellence.
Competency Expectations
- Provide leadership in strategic and operational planning and the formulation of goals, policies, and procedures for a program or office.
- Evaluate the effectiveness of continuous improvement processes, collaborate with the college community to improve these processes.
- Serve on collegewide committees and working groups that may involve academic assessment, general education, or related subjects.
- Coach, direct, mentor, evaluate, and counsel assigned personnel while adhering to organizational human resource policies and procedures as well as related employment laws. Recommend personnel actions including hiring, progressive discipline, or termination for positions managed.
- Oversee the approved budgets for assigned areas and functions.
- Provide leadership in the development, implementation, and maintenance curriculum and programs that respond to community needs; prepares students for success; and meet the external requirements of applicable specialized accrediting organizations such as the Southern Association of Colleges and Schools Commission on Colleges (SACSCOC) and the Texas Higher Education Coordinating Board (THECB).
Description of Duties and Tasks
- Develops, directs, implements, and administers the district's, academic record keeping policies, programming, and operations.
- Maintains responsibility for the strategic planning and operational management of the districtwide Enrollment/Records and Registrar's offices.
- Maintains responsibility for the personnel management activities for the district's Enrollment and Records offices, Registrar's office, Compliance, and Graduation and Evaluation offices.
- Oversees, delivers, and manages all aspects of credit student enrollment and registration program. Supervises, trains, coaches, directs, coordinates, and disciplines personnel while adhering to organizational human resource policies and procedures as well as related employment laws. Recommends hire and termination personnel actions for positions supervised.
- Provides interpretation and oversight of federal, state, and internal regulations to ensure compliance with federal, state, and internal rules related to admissions, enrollment, state funding reporting, and immigration status determination for international students.
- Serves as a resource for district guidance on entry and enrollment for all students.
- Recommends and manages departmental budget for Enrollment and Records, Graduation, and Compliance.
- Administers the preparation of all internal and external student enrollment reports for the district to meet internal and external reporting and audit requirements. Assures the integrity of the college's applicant, student, and graduation databases.
- Analyzes the effectiveness and success of department policies, programs and outcomes, and makes recommendations for needed changes to support the college missions and goals.
- Conducts and coordinates student data research efforts including data collection, analysis, and compilation; interprets and applies college policies and procedures regarding all data management activities.
- Represents the institution as the subject matter expert on admissions, academic recordkeeping, and Family Educational Rights and Privacy Act (FERPA) issues; participates in appropriate professional activities and organizations.
- Oversees the delivery of direct services to prospective, current and former students, and to all district staff and faculty.
- Ensures appropriate professional development and safety training is completed in compliance with all health and safety rules and processes.

Minimum Qualifications
Education:
- Master's degree. Experience cannot be substituted for required, applicable educational level.
Experience:
- Five years related work experience including three years of supervisory experience in a higher education academic environment.
Preferred Qualifications
Experience:
- Experience with Texas Success Initiative (TSI) policies and testing platforms.
- Experience in a community college or multi-campus public institution.
- Experience managing compliance and high-volume service delivery.
- Experience leading complex academic records functions, including transcript articulation, residency determinations, reverse transfer, prior learning assessment (PLA), alternative credit evaluation, and international transcript review.
- Experience establishing districtwide Standard Operating Procedures (SOPs) and compliance protocols for registration, graduation certification, and records retention.
- Experience implementing technology-enabled service improvements that reduce transcript processing times, improve degree clearance accuracy, and enhance the student enrollment-to-graduation journey.
