Salary Range: $3,840 - $5,137

Starting salary for this position is: $3,840 (Monthly)

Employees hired at the entry step of this range receive salary step advancement after six months and every 12 months thereafter. An employee hired at anything higher than the entry step of the range will have salary step advancement after 12 months and every 12 months thereafter until they reach the top of the salary range. Each salary step advancement will be approximately a 5% increase.

Spokane Colleges Head Start/ECEAP/Early Head Start provides care and support for more than 1,600 children and their families. We offer safe and secure learning environments for children to grow and develop their skills to succeed in elementary school and beyond.

We are dedicated to working with low-income families. and involve parents and families in developing the goals of each Head Start center including centers on the Spokane Falls Community College and Spokane Community College campuses. We also serve the children of eligible students while they attend college.

About the Fiscal Specialist 2

JOB SUMMARY

Under general direction of the Director of Accounting and Budgets for the Head Start, Early Head Start, and Early Childhood Education and Assistance Programs (HS/EHS/ECEAP), the Fiscal Specialist 2 provides fiscal administrative support and acts as a liaison with Head Start sites, Spokane Colleges budget, account, and purchasing departments and state, federal, and community agencies.

Responsibilities include ensuring fiscal accuracy of in-kind reporting, budgets and fiscal accounts, and developing and analyzing budgets for grants and contracts for HS/EHS/ECEAP.

DUTIES AND RESPONSIBILITIES
  • Manage Head Start/Early Head Start system-wide in-kind collection, tracking, and reporting for multiple federal budgets, and review processes for accuracy. Train all HS/EHS staff on in-kind rules and processes. Notify and advise appropriate individuals of in-kind statuses. *
  • Establish and maintain program budgets to support program planning goals and directives. Research and forecast revenues and planned expenditures for grants/contracts and/or program requests. Establish budgets in the state/college format, grant format and program report format. *
  • Develop, modify and maintain spreadsheets and systems for projecting and monitoring budgets and costs. Provide managers and Office Assistants with training and technical support to utilize the spreadsheets and systems. Identify fiscal system shortfalls and assist in developing corrective actions. *
  • Reconcile salaries and employee benefit projections, employee time and effort reporting, and prepare general ledger transfers with Spokane Colleges payroll. *
  • Analyze and revise program budgets, integrating revised program planning, revenue forecasting, budget needs/commitments and planned program expenditures. Notify and advise appropriate individuals of relevant findings. *
  • Evaluate and allocate expenditures to appropriate budget and chart of accounts. Advise staff regarding fiscal compliance with departmental, institutional, federal, state and/or granting agency policies, procedures, regulations and standards. *
  • Prepare, compile and provide program budget reports such as In-kind, Policy Council, Board of Trustees, and other program budget reports. *
  • Perform Purchasing Card custodian duties; log transactions; review and code transactions; and reconcile invoices to bank statement. *
  • Maintain confidential filing and documentation systems. *
  • Manage client bus pass distribution process. *
  • Provide site back-up for child care billing in the absence of site fiscal support: contact state or community agencies to initiate child care payment authorization for eligible clients; prepare billing invoices; reconcile billing/payment records with Spokane Colleges; and take corrective action as needed. *
  • Assist in development of HS/EHS/ECEAP fiscal policy and procedures. *
  • Participate in meetings as assigned. *
  • May direct the work of others.

  • Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. *

MINIMUM QUALIFICATIONS
  • 15 quarter hours or 10 semester hours of college-level accounting, auditing, or budgeting. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • Two years of fiscal record keeping experience.
  • Proficient with Microsoft Office programs including Excel to create spreadsheets and reports.
  • Ability to develop and reconcile budgets.
  • Ability to prepare comprehensive reports and recommendations.
  • Ability to pay attention to details and accurately perform work.
  • Excellent written and oral communication skills with individuals and groups.
  • Ability to work independently and as a member of a team.

DESIRED QUALIFICATIONS
  • Associate degree or higher from an accredited institution including 15 quarter hours or 10 semester hours of college-level accounting, auditing or budgeting.
  • Three or more years of fiscal record keeping experience.
  • Experience with specific databases e.g., PeopleSoft, Access, Child Plus.
  • Experience working with low-income families.
  • Experience in Head Start or similar environment.

PHYSICAL REQUIREMENTS

CONDITIONS OF EMPLOYMENT
  • Full-time schedule (12 months, 40 hours a week).
  • This position is overtime eligible.
  • 6-month probationary period.
  • Requires local or regional travel.
  • Pre-Employment Post Offer, criminal history/child abuse information check including Department of Children, Youth and Families Portable Background Check prior to employment.
  • Post-Offer medical exam which includes tuberculin screening and submission of documentation indicating Measles, Mumps & Rubella (MMR) vaccination or immunity.
  • This position is covered under a collective bargaining agreement. Membership is optional.

Medical, dental, life and long term disability insurance benefits are provided as currently administered under Public Employees Benefits Board; WA State Retirement Plan; vacation and sick leave begin to accrue at the rate of one (1) day per month, upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.) This position is designated a bargaining unit position and union membership is not a condition of employment. Leave accruals and usage are governed by the WFSE collective bargaining agreement.
