Salary Range: $3,643 - $4,865
Starting salary for this position is: $3,643 (Monthly)
Employees hired at the entry step of this range receive salary step advancement after six months and every 12 months thereafter. An employee hired at anything higher than the entry step of the range will have salary step advancement after 12 months and every 12 months thereafter until they reach the top of the salary range. Each salary step advancement will be approximately a 5% increase.

JOB SUMMARY
Under general supervision of the Manager of Workforce Transitions, the Veteran Services Specialist supports veteran and military-connected students. Working on an energetic and dynamic team of professionals from a wide variety of backgrounds, this position helps students understand and use their Veterans Affairs (VA) and military education benefits.
This position manages the daily operation of Spokane Community College's Veterans One-Stop resource center and advises current and prospective students on federal, state, and institutional procedures.
This position serves as the college's Veterans Affairs School Certifying Official and as a subject matter expert (SME) with the Department of Veterans Affairs, Department of Defense, Department of Education and Washington Student Achievement Council.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
- Provide information and advice to students, staff, faculty, agencies and the public regarding program policies, procedures and activities. *
- Complete state and federal reports and surveys.
- Maintain Canvas-based community support and other web and social media pages.
- Monitor student's academic progress, report to the Department of Veterans Affairs, and make referrals to SCC resources or outside agencies. *
- Continually monitor and maintain the VA's 85/15 rule for tracking supported vs. non-supported students for program balance.
- Serve as the recognized School Certifying Official (SCO).
- Process initial and ongoing VA certifications and changes.
- Verify and approve military-affiliated tuition waivers.
- Collaborate with and understand the Department of Veteran Affairs policies related to VA benefit eligibility and overpayments. *
- Certify approved programs and credits to allow for tuition payments to the school and benefits to the students.
- Maintain student files, get course catalogs approved, perform tuition and fee schedule verifications, and ensure VA demographic updates are completed.
- Ensure alignment of student enrollment and program outlines.
- Post tuition calculation in a spreadsheet for VA billing in collaboration with the district budget office.
- Monitor class enrollment for withdrawals for reporting via Enrollment Manager.
- Confer regularly with representatives of off-campus organizations and agencies regarding the interpretation and implementation of veteran services and institutional policies. *
- Monitor fee-based budget, scholarships and other grant programs specific to veteran students. *
- Manage the daily operation of the Veterans One-Stop resource center and the Veteran Friendly contact program. *
- Participate in appropriate meetings or conferences as well as campus committees, organizations and groups as program representative. *
- Serve on the SCC Veterans Advisory Board and participate in a variety of military and community-based advisory and work groups.
- Provide support to faculty and staff through training.
- Support the college's Early Alert student support efforts.
- Use word processing, spreadsheet and/or database software for tracking, reporting and marketing purposes. *
- Assist students in the steps needed for admissions, registration, financial aid, and counseling. Independently prioritize the needs of each student. *
- Coordinate career assessments for individuals referred by agencies and refer students to appropriate college and community resources to meet identified needs. *
- Generate and coordinate new and innovative approaches to marketing programs and services to the veteran population. *
- Model professional decorum and mutual respect in all personal interactions. *
- Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. *
- Support and advance Spokane Colleges' strategic plan, and perform other duties as assigned. *

MINIMUM QUALIFICATIONS
- Associate degree from an accredited institution. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
- Knowledge of veteran services policies and procedures.
- Understanding of veteran students' challenges transitioning into college.
- Understanding of financial protocols within an organization.
- Demonstrate awareness of veteran circumstances and ability to show empathy to a veteran's situation
- Strong and effective presentation skills.
- Proficient in spelling, punctuation, sentence structure and grammar.
- Knowledge of computers and spreadsheets, database and word processing software.
- Excellent communication skills both orally and in writing.
- Ability to multitask and work in a fast-paced environment.
DESIRED QUALIFICATIONS
- Two years of relevant experience.
- Experience working with veteran students.
- Knowledge or experience with ctcLink (PeopleSoft) student management system.
- Knowledge or experience with the Department of Veteran Affairs database (Enrollment Manager).
- Knowledge of all programs of study offered at both Spokane Colleges campuses.
PHYSICAL REQUIREMENTS
- Work is performed in a normal, temperature-controlled office environment.
- Work is sedentary in nature.
- Frequent use of computers and exposure to terminal screens.
- Visual focus and strain.
- Work directly with students/clients.
- Work involves constant interruptions and requirement to answer on demand questions by phone, in person, or electronically.
CONDITIONS OF EMPLOYMENT
- Full-time schedule (12 months, 40 hours per week).
- 6-month probationary period
- This position is overtime eligible.
- Criminal background check is required.
- May require local or regional travel.
- This position is covered under a collective bargaining agreement. Membership is optional.
Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. Medical, dental, life and long term disability insurance benefits are provided as currently administered under Public Employees Benefits Board; WA State Retirement Plan; vacation and sick leave begin to accrue at the rate of one (1) day per month, upon employment. (For positions that are less than full time, leave accruals will be prorated to the percentage of the position.) This position is designated a bargaining unit position and union membership is not a condition of employment. Leave accruals and usage are governed by the WFSE collective bargaining agreement.
