Job Description Summary:
Provides strategic and operational leadership for Austin Community College's (ACC) Skilled Workforce Training initiatives. The Director is responsible for aligning Continuing Education (CE) programs with credit-bearing career pathways, developing partnerships with industry and community stakeholders, and, in coordination with the Dean, overseeing the ACC Infrastructure Academy. This position supports the college's mission of expanding access to high-demand, high-wage careers in the skilled trades and built environment sectors.

Job Description:

Supervision Received and Exercised

Reports to an Administrator and collaborates extensively with other department heads and executive leadership to ensure alignment with college-wide initiatives. This role exercises supervision and oversight over a team of managers and individual contributors. The Director is responsible for guiding, mentoring, and evaluating performance, fostering a culture of continuous improvement and professional development.

Competency Expectations
  • Provides district-wide leadership for the development and ongoing support of operational and strategic relationships with community-based organizations and other external partners including, but not limited to, community businesses, non-profits, and educational partners to support student success initiatives, especially for low-income and other targeted student populations.
  • Leads the creation and execution of a strategic plan, in concert with leadership from ACC and its partners.
  • Plans, develops, recommends, and oversees ACC budgets; approves expenditures.
  • Develops, writes, and implements operating policies and procedures.
  • May represent ACC at local community events or in area-specific contexts.
  • Responsible for all campus operations in the assigned region, including hiring, training, supervision, and evaluation of staff; budget development and monitoring; facilities contracts; course scheduling; and classroom scheduling and maintenance.


Description of Duties and Tasks
  • Leads the development and implementation of strategic plans to align skilled technical workforce Continuing Education programs with ACC's credit programs and guided pathways in fields such as Automotive Technology, Heating, Ventilation and Air Conditioning (HVAC), Welding, Building Construction, Architectural & Engineering Computer Aided Design (CAD), Geographic Information System (GIS), Geospatial Engineering, and related programs.
  • Develops and implements operational policies, procedures, and quality standards for workforce training programs.
  • Oversees the daily operations, partnerships, and strategic growth of the ACC Infrastructure Academy, ensuring training aligns with workforce needs and employer expectations.
  • Coordinates with ACC Dean of Applied Technologies, divisional department chairs, and faculty to facilitate articulation agreements and stackable credentials between CE and credit programs, enabling seamless student transitions.
  • Develops and manages partnerships with industry, labor unions, workforce boards, municipal agencies, and community-based organizations to enhance program offerings, student support services, and job placement opportunities.
  • Develops customized workforce training solutions and employer-sponsored training partnerships that support regional workforce needs and contribute to institutional workforce development goals.
  • Leads outreach and recruitment initiatives aimed at increasing participation and promoting skilled workforce programs, including proactive engagement with middle and high school students to promote ACC as a clear and accessible pathway to construction and infrastructure careers.
  • Oversees, supervises, and evaluates training coordinators, assigned staff, and contractors in the planning, scheduling, and delivery of skilled technical workforce training courses, ensuring high-quality instruction, strong student outcomes, and alignment with regional workforce needs and industry demand.
  • Develops, administers, and monitors departmental and grant-funded budgets; approves expenditures and ensures compliance with ACC fiscal policies.
  • Identifies funding opportunities, and supports grant development efforts in collaboration with ACC's grant office and external partners.
  • Collaborates with ACC's Marketing and Public Information Office to promote skilled workforce programs and Infrastructure Academy initiatives through targeted campaigns and events.
  • Represents ACC at local and regional workforce boards, chambers of commerce, city planning meetings, and other public forums focused on economic development and skilled workforce planning.
  • Develops and monitors key performance indicators (KPIs), prepares reports, and makes data-informed decisions to support program growth and continuous improvement.
  • Monitors workforce and student outcomes including enrollment, completion, credential attainment, employment placement, wage progression, and industry engagement metrics to ensure program effectiveness and alignment with labor market demand.


Job Requirements

Knowledge:
  • Understand and perform administrative and clerical procedures and systems such as word processing, managing files and records, designing forms, and other office procedures and terminology.
  • Apply principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Basic principles of college-level administration.
  • Ability to utilize effective communication techniques and strategies.
  • Operate standard office equipment including computers, telephones, copiers, and scanners.
  • Follow and apply knowledge of college policies and procedures.


Supplemental Knowledge:
  • Knowledge of workforce development strategies, labor market trends, performance-based outcome measurement, and labor market data tools (e.g., EMSI/Burning Glass, Texas LMI) to support alignment with regional and state workforce needs.
  • Knowledge of skilled technical workforce and built environment sectors, including industry certifications, licensing requirements, emerging workforce trends, and training and mobility pathways.
  • Knowledge of community college systems, including Continuing Education (CE) to credit integration, stackable credential models, and guided career pathways, along with curriculum design principles, instructional design techniques, and instructional elements supporting effective workforce training program development and delivery.

  • Proficiency in the use of learning management systems (e.g., Blackboard, Canvas).
  • Knowledge of grant writing processes, funding development efforts, and related proposal activities.
  • Ability to build and maintain partnerships with industry, workforce boards, labor organizations, and community stakeholders.
  • Strong organizational and project management skills, including the ability to manage multiple priorities and cross-functional initiatives simultaneously.


Minimum Qualifications

Education:
  • Bachelor's degree or higher.


Preferred Education:
  • Master's degree in Education, Workforce Development, Applied Technologies, or a related field.


Experience:
  • Five (5) years of related experience including one (1) year of supervisory experience.


Preferred Experience:
  • Progressively responsible experience with demonstrated success in program development, Continuing Education-to-credit alignment, partnership management, and career pathway and curriculum integration across training and academic programs.
  • Demonstrated success managing complex, multi-stakeholder initiatives, including project planning, execution, evaluation, budgeting, resource allocation, and program sustainability.
  • Background in grant development, grant writing, funding support efforts, and compliance administration.
  • Expertise in public-private partnership development and stakeholder engagement, including collaboration with industry, labor unions, workforce boards, and community-based organizations.
  • Experience in financial and operational management, including budgeting, resource allocation, program sustainability, and oversight of multi-stakeholder initiatives.
  • Project management expertise, including planning, execution, and evaluation of complex, cross-functional initiatives.

Physical Demands:
